Jagaban Mambilla


Engr. Abubakar Garba was born and raised in Kaduna, Nigeria – attended the famous Kaduna Capital School, established since 1957, and Essence International School for his primary and secondary school education respectively. Essence International School is also a well-known school in Northern Nigeria for its high standard of American-style education and for many years, since it was founded in 1982, Essence International School has produced great talents such as medical doctors, engineers, lawyers, architects, professors, economists, politicians, musicians and some of the best basketball players in the country – he got a fantastic and formative education there.

After high school, he matriculated to the renowned Ahmadu Bello University, Zaria; where he graduated with a bachelor’s degree, BEng (Hons) Electrical Engineering. After undertaking the compulsory one-year National Youth Service Corps (NYSC) programme, he proceeded for MSc Information Systems Management at Glasgow Caledonian University, Scotland. Because of his love for education, Engr. Garba enrolled in another postgraduate programme, an Executive-MBA Communications Management (MCM) at Buckinghamshire University, England.

Engr. Garba’s hobbies and interests include computers, travelling, charity, sports, food (particularly Moroccan) and supporting his football team, Chelsea FC. He plays table-tennis and squash.

His favourite book is the Holy Quran and one of his favourite statementsis from the Hadith –

“None of you truly believes until he loves for his brother what he loves for himself”

and because of that and his interest also, in charity, himself and his wife co-founded a non-profit called “The Thrive Initiative for the Less Privileged” which main purpose was to give back to the community, particularly to the less privileged.



What I Do

I am an electrical engineer with many years hands-on experience in engineering, project management, information and communications technology.


Currently engaged with the Authority in Abuja. The Authority has the statutory responsibility of ensuring compliance to petroleum laws, regulations and guidelines in the midstream and downstream of the Oil and Gas Industry. The discharge of these responsibilities involves monitoring of operations at crude oil export terminals, refineries, storage depots, pump stations, retail outlets, any other locations where petroleum is either stored or sold, and all pipelines carrying crude oil, natural gas and petroleum products.

I am currently the Technical Assistant to the Authority Chief Executive.



Have been playing in these spaces for approximately 20 years. Between 2009 and 2011, I co-founded three firms that are still providing services in energy, engineering and telecoms: 1. Energy Reliability Methods Ltd, Engineering & Technical Reliability Methods Ltd and Telecom Reliability Methods Ltd.



I am a qualified programme and project manager – my approach to project and programme management services is centred on strengthening developmental and capacity building. I do not only bring my vast experience in areas of housing and construction management, economic development, education, and the like, but I also engage with organisations and other professionals as partners and integral stakeholders, recognizing the value of incorporating their experience. I have worked successfully with major organisations, federal and state government agencies, foundations and non-profit organizations to strengthen organizational management capacity.

My project and programme management experience ranges from project development and meeting services – I also offer strategic input to programme design and implementation as well as overall programme management for development initiatives.



I am an expert in intellectual and knowledge management – I partner with those operating in a knowledge management driven environments. I have also been involved in a broad variety of Knowledge Management System (KMS) Development assignments both in the UK and Nigeria for many years.

I am qualified to use various knowledge management tools, for example: Groupware systems & KM 2.0, The intranet and extranet, Data warehousing, data mining, & OLAP, Decision Support Systems, Content management systems, Document management systems, Artificial intelligence tools, Simulation tools, Semantic networks, etc.
